I don't think action is required. You're nominating his user page, which seems perfectly in scope to me, for deletion. Removing a notice from a file nominated for deletion is problematic because potential reusers of the file won't receive a warning, but here there's no real harm, especially since the deletion request is unscathed. Biatorb

Hi. I just examined edits of User:Biatorb which appear to be purely disruptive: https://commons.wikimedia.org/wiki/Special:Contributions/Biatorb

In page "Old maps of Vojvodina" this user removed relevant category "Old maps of Serbia": [4]. After this edit was reverted by me, Biatorb removed it again: [5]. And again after I asked for explanation on talk page: [6]. As you can see there is only my comment on talk page but no answer from Biatorb: https://commons.wikimedia.org/wiki/Category_talk:Old_maps_of_Vojvodina

However, after examining edits of this user, I noticed a long term disruption in several pages, such are these:

As I counted, Biatorb edited that page as many as 46 times, always removing category "Old maps of Romania" from it. Biatorb obviously battling there his revert war with few other users, but as this map shows part of present-day Romania, category "Old maps of Romania" is relevant for it: https://commons.wikimedia.org/wiki/File:Maramures_Josephinische_Landesaufnahme_1782-1785_Background.jpg

Please visit Google maps and tell me if you can see Abkhazia as independent state? No, you cannot see it even though it's de facto independent, and in matter of fact much more independent than Kosovo. Reason for this is that Abkhazia is not member of UN. Period. If you want to create new map for Albanian Wikipedia where Paris is part of Albania, just go ahead and do it. But you cannot promote your nationalist views on maps that other users created. Whether Google Maps indicates that a country exists or not can only be additional evidence. Disputed is disputed and has to be treated on Commons as such. Therefore adding Kosovo, Abkhazia, and South Ossetia as such is common sense and a necessity to provide accurate information / maps. This doesn't sanction an edit war. The logical conclusion would be to create two versions: One where the disputed part is indicated as part of another country, and one where it is not. No idea what you see as a problem. I (and probably other admin colleagues and users) automatically "invoke" this bot by tagging files with {{Fair use delete}}. I do this for files on Commons which are currently in use on :en Wikipedia, but have been requested for deletion due to copyright/licensing problems. Well, these pictures have been in use for long time without any probs. If there in use on EN:WP maybe one issue how the files are handled by commons to make it other projects avail. But the issue is even larger. What if pictures from commons were found in the web without reference. This would change the owner and donator of the picture to a violator of copyright if the external use does not give a reference to commons. "for long time" - no, this is not generally true, as the history of the files and the reasons for deletion are quite variable. Though I may repeat myself, these are two rather separate issues: this concerns only files which would be deleted from Commons anyway, because they violate our licensing policy. Whether this is performed via a speedy-deletion or a regular (slow) deletion-request depends on the circumstances (and a bit on the nominator). A blatant or clear copyvio is of course speedy-deleted, even if it has been in use on a project or remained on Commons for some time — thanks to our efforts at recent-upload patroling, this happens not so often. Besides, the deletion-logs are preseved anyway, though for the speedy-deletions they are less visible.

The fair-use-to-:en process is just a service for a subgroup of the above mentioned files which are is use on :en. Of course, if other projects have a similar broad fair-use policy as :en, they might also install a similar process, which would then need to be integrated in our processes. --Túrelio (talk) 07:23, 28 May 2014 (UTC)

Seeing the file (this is the rename request), I've tagged it for speedy deletion (see also: COM:IDENT#Defamation). Reading the description I've seen that picture's subject is "Ranj" (as uploader's nick), than I've found this deletion request (badly formatted). This case seemed clear: a new user wrongly uploaded a joke image about himself and after requested a deletion. Ok, no problem... But I've discovered something really strange. In the first upload it seems he was conscious of what he was uploading (see CATEGORY:RETARD FAKER and description WARNING THIS KID IS RETARD). Two hours later he made this change into the file description (writing that the subject was him), then he added this and only after he requested a rename to "wrongupload.jpg" (I think as an attempt to request deletion). I would assume good faith but, IMHO, the intent to upload this kind of file looks like clear, and not just a wrong upload... User could have done it intentionally, then he repent, I dunno. Parts? It contains 100% of those 2 countries, a claim for which I found no support, trusting these articles. This image is a good example of what Commons should not be hosting — it is neither in use (not even in a user page, which could excuse contentlessness and bogusity) nor it includes sources or even a suggestion of usability in its description. There are many such items under fictional flags and fictional maps — the amount and cleverness of protest against them should not be a reason to delete, however. I have nothing against those (indeed you could google that plus my name to know I played that game a lot in the past), but I think Commons’ scope does not include random gratuitous depictions self-created non-notable fictional items, there should at least be a descriptions of what it is and where it comes from. After someone corrected the map by making Crimea orange as it follows Russian time not Ukrainian, they have been constantly reverting it back to Ukrainian time. I stated that no matter what your POV on Crimea is, it follows Russian time and that a user can be reported for POV pushing, although even after that one of them once again reverted the map. I suspect this to also be a case of sock puppetry as the two accounts have only made edits to this map and no other activity is present as if they were only created for this purpose. It may be a better idea to upload the map showing Crimea as part of Russia as a seperate file, and let individual wikis decide which to use. • INeverCry, I really don't want to have to make another file for this as the current file has been used for a very long time and many people look back to it for historic purposes. As for Crimea, it has already been changed on most files on the page including the counter Daylight Saving Time file, so the choice of individual wikis has pretty much been determined. For example this and this other deletion requests are this file, uploaded 2 days after the deletion, noticed onto his talk. I know this because at es:CGRR#Fuentes, the subject of the file "Yoa" has the same name and surname of this deleted file. Anyway, apart this habit to upload again deleted files, despite the notices, he uploaded some unlicensed files, created pages as Campismo el salto (now empty because all files were deleted) and Vida nueva (see first and second rollback), that are out of project scope and promotional about a group based in a town in western Cuba. This file was saved 1 year ago because it was used on eswiki, but in this promotioal edit by Herrimam above the article es:Shekhiná, now removed. Before it was added here (now removed), in the page es:Vida Nueva, that is unrelated (it is a Spanish literary magazine). The only 3 files used on Wikipedia are the ones in the article es:CGRR, edited only by Herrimam. this portraits are used as "sources" (???), this one could be the only one useful for the project scope but, trying to understand what is es:CGRR I've found on this Cuban government website that the CGRR (center for management for risk reduction) is not (as wroten in the lead of eswiki article) based only in Mantua, but in several Cuban cities and towns. I don't know es.wiki policies but is IMHO normal to have a general page about this subject instead of a page about a section of it. Just to remark that user contribs at eswiki look like the same to the ones here (including the speedy deletion of "Campismo el salto"). All this looks like a localist (to Mantua, Cuba) promotional attitude, completely out of project scopes (and in write-only, also using his UP). Anyway, several edits looking like nonsenses. Just to make an example: this file showing a man playing the drums is named "Iglesia Mantua" ("Church Mantua"), picture's subject changed completely 3 times, description says "imagen", picture is unused and (IMHO) unusable and, reading the "Comment" into file history... again "Yoandri" (file's subject of this and this other DR, as said above). Also this file changed subject (but was rollbacked by Palosirkka). For all the reasons shown I request an indef ban: user periodically continues to upload the same kind of files (or the same files) despite all the notices and DR. I suggest, who can, to report this case to the admins of eswiki, just to control the edits.

• Note #1: Before my investigation I created the Category:Vida Nueva to add that pictures. I'm sorry... Of course, I'm going to request the speedy deletion of that category and files.
• Note #2: I forgot to mention this DR about "files uploaded by Herrimam".
• Note #3: I request a speedy deletion for all the files and pages, including this one, also used for his local promo and because, at this point, user contribs are IMHO all untrustable. Anyway, I found also the deleted Category:Grupo Vida Nueva. Anyway, I suspect a self-promotional intention: re-creation of the "Yoandri" files, addition of "Yoandri, Gomez" categories for example here or in this sort of self-vandalism (the one reverted by Motopark), usage of his portrait as source at es.wp is a bit strange

Concluding: I perceive a substantial incompatibility with the project scopes (including WP) that looks like vandalism in write-only. Sorry for my usual length explaining the reported cases and regards. --Dэя-Бøяg 04:00, 9 September 2014 (UTC)

• The File:Baldaquinofira5.png (8 Sept, 22:55) has 3 dupes: File:Baldaquinoiglesia.png (9 Sept, 1:48), File:Baldaquinofira6.png (9 Sept, 2:12), File:Baldaquinofir.jpg (9 Sept, 3:05).

• The File:Baldaquinofir.jpg (9 Sept, 3:05) is a dupe of the File:Baldaquinofira2.png (8 Sept, 22:55).

• The File:Nuestra Señora de las Nieves de Firavitoba5.pdf hasn't a valid copyright tag. Curiously, some minutes after the upload, Alvavargas requested a rename to the current title but, 2 hours later, he requested another rename, to the original title.

• DR and tags: Yesterday user opened 5 deletion requests: for Vidrieraiglesia.png, for Flagfira.png (see file), for Baldaquinofira2.png, for Baldaquinofira5.png and Iglesiafira1.jpg. The reasons given are no source. He also tagged his files for missing permission/no source: 01, 02 and 03... Ok, assuming good faith, user has (maybe) noticed the invalid copyright status of his uploads and wanted to repair. Ok but, why the dupes of the files tagged for DR by the same author haven't been also tagged and they're still used on es:Iglesia de Firavitoba, edited still today? And mainly, if he understood the source/copyright problem, why he today uploaded some files with the mark "Google"?

• The files uploaded today: File:Iglesiafira3.jpg (author changes from G. Eearth to Alvavargas), File:Iglesiafira4.jpg, File:Iglesiafira8.jpg, File:Iglesiafira6.jpg, File:Iglesiafira5.jpg have the mark "Google Earth" in the lower right corner. Also the file File:Iglesiafira7.jpg, not marked with "Google", seems to be clearly taken from Google. Just to control, I found Firavitoba on G.Maps and seen it on Street View: if you observe the church from the road named "Kr 3A" (and "Kr 4") you can see that the pictures are taken from Street View. For what I know, this images are not free.

To resume: The only files not tagged for license problems/speedy del/DR (also by the same author) are their duplicates and so, all of them have a copyvio problem and IMHO need to be deleted. --Dэя-Бøяg 23:53, 13 September 2014 (UTC)

Note (14 September): After warnings and deletions, today user resume to upload copyvios. File:Vidrieraf.jpg is a dupe of the deleted files Vidrieraigle.jpg and Vidrieraiglesia.png. I don't understand user's behavior: a day he uploads a file, another day he uploads a duplicate of it, after he requests file's deletion and, the day after deletion... he uploads it again. Note: The article it:Wurpless has been deleted... Anyway, a reflection: suddenly it happens that somebody uses Wikipedia as a soapbox for self-promo articles, also not matching notability criteria. Same users fill Commons of pictures used only for that articles (until their deletion). Sometimes it happens that while they are discovered and blocked on Wikipedia, their promo uploads are not reported to Commons patrol and go unnoticed. So, sometimes, several files out of project scope remain here for a long time. A rapid block and file deltions could help to counteract this habit by promo-only accounts, IMHO. I'm guessing this is about File:Veenker.jpg, which was deleted by Krd. When uploading, you stated that this was your own work and that you were the copyright holder, which is obviously not true. You also linked the author's name to your user page, which is misleading. Regardless of whether you obtained the author's permission to upload the file, those untrue and misleading details on the file description did make it a copyright violation. Such files are eligible for deletion without prior warning (though you should have been notified after the fact). Such deletions are in accordance with policy and do not constitute vandalism. To get the file undeleted, please follow our documented procedure. Do note that permission to upload the file to Commons is not sufficient; you need the author's permission to publish the photo under a license that allows anyone to use it in modified or unmodified form for any purpose, including commercial purposes. —LX (talk, contribs) 18:09, 28 October 2014 (UTC)

The subject of that photo seems to be a proprietary user interface with non-free, copyrighted icons which the Flickr user does not have the right to license. As there are thousands of copyright violations uploaded every day that have to be deleted by a handful of administrators, there isn't enough time to explain the rules individually to everyone who doesn't bother to read the existing explanations such as those at Commons:Licensing, Commons:Derivative works and Commons:Screenshots. The user did this a couple of months ago with maps of countries of the Nordic Council, in which he edit warred on the original maps and then made his own versions which were all later deleted. He is now doing this again with the maps of the Eurasian Economic Union, while at first he tried to edit the original maps File:Eurasian Economic Union (2014).svg, File:Customs Union of Belarus, Kazakhstan, and Russia (orthographic projection).svg, File:Eurasian Economic Union (orthographic projection) - Crimea disputed.svg, he is now making his own POV maps and adding them to different Wikipedias File:Unión Euroasiática-2015.svg, File:Map of the Eurasian Union.svg. This user is already blocked on the English Wikipedia for this type of behavior and he has already received multiple warnings on Wikimedia Commons, however he still continues with his disruptive edits. I haven't broken the 3RR rule in any of those cases. Concerning to the changes in the Map of the Eurasian Union.svg, and I ignore any rule preventing adding different maps in other Wikipedias. I used this source: http://www.worldbulletin.net/economy/152032/eurasian-economic-union-begins-today . I thought it would be more informative, but I won't change the maps further, since I don't consider those changes as such an important issue, given that Turkmenistan and Uzbekistan are only potential members (as Tajikistan is, and this country is already shaded in a different colour, so I used the same logic as it had been used for Tajikistan). I think that if Uzbekistan and Turkmenistan are not shaded in a different (lighter colour), neither should be Tajikistan, in any map, but this particular issue is open to discussion. I don't disagree with this approach concerning to the map, where only current and acceeding members are coloured. Nevertheless, as I said, according to the informations I've consulted, then I guess it makes no sense to display Tajikistan in a different colour either (either in these ones or in other files). Concerning to ESC 2015 Map.svg, I used the same logic as, e.g., Cyprus, where Northern Cyprus is not displayed in a different colour (since both are non-UN members and both have limited recognition). As I learned later, Kosovo has already participated in some Eurovision events, so I think the map is correct now (therefore, I didn't do any further changes on that map, obviously. I admit that I commited the mistake of making the changes without discussing them in the talk pages, but most changes in the maps are done without any discussion, anyway. If I'm allowed, in further map changes, I'll present the sources supporting the changes not only in the articles but also in the explanation of the change. Improper use of a private photograph

I wish to complain that a photograph has been used File:Newmore_Castle_2008.JPG ‎(480 × 360 pixels, file size: 72 KB, MIME type: image/jpeg) This was taken without my permission and from my private garden and is now available for all to use as copyright has been removed. This is a contravention of my rights as owner. How do I obtain its removal as the building is in an unsafe condition and is in a private garden and public access must be avoided. My husband and I have owned this property for very many years. The image is in use on WP:EN illustrating the article on the building. I'm not sure you have grounds to demand the removal of the image. No copyright issues are involved and I don't think that Scottish law gives you, as owner of an ancient building, the right to control images of the building. The law might give you the right in Germany, but not in most common law countries. You may have a case for trespass against the photographer, but that does not affect the use of the image here.

In any event, if it turns out that Scottish law would demand the removal of this image on the owner's request, it is well established WMF policy that the demand cannot be made by an anonymous IP user. It must be made by someone who actually identifies herself (in private) to an OTRS volunteer and establishes her connection with the building to the satisfaction of the volunteer. .     Jim . . . . Same thing for Charliewolf (blocked also on dewiki and itwiki). Also Unsulupilus was blocked on itwiki as sp of Charliewolf. Acus010, that has no contribs here, was linked in the SPI of Charliewolf as evident SP. For all the reason shown, the continuos copyvio, the abuse of Wikimedia Project's wikis as a soapbox for pages related to Bruce Lee and Concord Production: I request an indef ban for the user and all the sp as soon as possible. Note: due to the gravity of the vandalisms (repeated copyvio after several warnings, spam, sockpuppetry, usage of lesser controlled wikis -as incubator- to work undisturbed), could it be the case to block the users globally? Not vandalism, just edit warring.

Luxure, you do not 'own' the description, even if you uploaded the file, and you both need to discuss it on the talk page instead of you arbitrarily blanking the IP editors comments there. You should not be trying to have a discussion in edit summaries, especially one where you threaten another editor with blocking. You are both 'wrong' in your behavior, regardless of whose description is correct (and tbh, it should probably be described as the former flag, with the relevant dates, regardless of what else is mentioned). "Vandalism" is when a person is intentionally damaging things, not when they disagree about something but are acting in good faith.

Your claim to the copyright is probably bogus anyhow, since the exact same image was uploaded as a PNG in 2010 (merely changing an image from one format to another is not a creative act and does not create a copyright claim). Revent (talk) 05:36, 1 June 2015 (UTC)

Luxure: Ah, fair enough, I was mixing up that design with this one based on a textual description. Still, the IP's edit aren't really 'vandalism', even if misguided, just a content dispute, and people should be warned on their personal talk pages, not in edit summaries. The drama should be hashed out on the image talk page, not in an edit war, and you were wrong when you blanked the IPs attempt to do so. What is the correct description should be decided by discussion and consensus (you do not own the file page, even if you own the copyright to the image), and if someone is attempting to act in good faith but still causing problems they should be taken to COM:AN/U, not here.... this board is for 'obvious' vandalism (like if they were changing it to 'flag of the penises' or something).
